Form-Based Code

FBC Draft and Map Requests Updates

The revised Form-Based Code draft is now available here. All changes proposed by the Planning Commission, at their May 9 meeting, are shown in RED.

A list of all requested changes to the FBC Map is also available here. This list includes 1) requests by owners to have their property removed from the FBC boundary or to have their Zone changed, 2) the Staff recommendation, and 3) the Planning Commission recommendation for each.

Because these are just requests for changes at this point, the maps themselves will not be updated until after the City Council has voted. The most recent maps are the ones dated 4-14-16 on the project website in the “Project Documents” list found here.

The revised document and the requested Map changes will be considered by the Chattanooga City Council on Tuesday, June 14. That meeting will begin at 6:00pm and will be held at the City Council Building, 1000 Lindsay Street.

Schedule Update Announcement

In addition to the meetings already listed below, the Chattanooga City Council has scheduled a public hearing on the FBC for Tuesday, June 7. This will be an opportunity for citizens to address the City Council. This public hearing will begin at 3:00pm and will be held in the City Council Building at 1000 Lindsay Street.

The Regional Planning Agency is announcing the following public meetings related to the Form-Based Code:

  1. City Council-Staff Work Session on the Draft Code – Tuesday, May 24th after agenda review at 3pm (City Council Chambers, 1000 Lindsay St)

This is a work session with City Council to provide an overview of the Form-Based Code draft and zoning map amendments. The City Council will not be taking comments from the public, but the public is welcome to attend and listen.
  2. Parking and Transportation Forum – Thursday, June 2nd, 5:30-7:30pm (Chattanooga Downtown Public Library, 1001 Broad St)

In response to public comments and questions about the proposed Form-Based Code parking standards, the RPA will be hosting a Public Forum focused on Downtown Mobility and Parking. Anyone interested in this topic - downtown residents and business owners, developers, designers, bicycle advocates, transit users – is encouraged to attend. Public (fee) parking is available in the lot directly across Broad Street from the library and in the parking garage and surface lot, directly behind the library.

Please RSVP to the following phone number or email address by May 27, so we will know how many people to prepare for. 423-643-5948 or rezoning@chattanooga.gov
  3. City Council First Reading of Form-Based Code Ordinance and Zoning Map – Tuesday, June 14th, 6:00pm (City Council Chambers)
  4. City Council Second Reading of Form-Based Code Ordinance and Zoning Map – Tuesday, June 21st, 6:00pm (City Council Chambers)

Finally, the revised draft document, and a list of all requested map/zone changes, will be posted on the project website (www.cha-fbc.com) and on the RPA website (www.chcrpa.org) Wednesday, May 18.
