CMP

Congestion Management Process

For all MPOs with population greater than 200,000 population, also known as Transportation Management Areas, a Congestion Management Process (CMP) is required to identify the extent, duration and the causes of congestion, provide accurate up-to-date information on existing transportation system operations and performance, and to assess alternative strategies for congestion management that meet state and local needs. The end result should be a safe and effective multi-modal transportation system.

 

2017

The 2017 CMP, an objectives-driven, performance-based approach, will address not only congestion management needs of the region that have emerged since 2010, but also develop consistent methods to support the 2045 RTP Update and ensure federal compliance.

 

2014

The 2010 CMP was fully integrated into the 2040 Regional Transportation Plan. This ensured the CMP is a living part of the transportation plan development process and eliminated the need for a stand-alone CMP document.

 

2010

The 2010 CMP was an update to the 2004 Congestion Management System to meet the requirements of the Safe, Accountable, Flexible, and Efficient Transportation Act - A Legacy for Users (SAFETEA-LU). An update was completed in April 2008 and with a 2010 biennial update.
