 Southeast Tennessee Petroleum Related Brownfields Assessment Project



The Southeast Tennessee Brownfields Coalition leaded by the Chattanooga-Hamilton County Regional Planning Agency received a $250,000 petroleum related brownfields assessment grant from EPA. Grant funds will be used to perform Phase I and Phase II environmental site assessments as well as cleanup
planning on petroleum contaminated sites in the ten-county region showed as the map on the front cover. Other coalition members includes City of Chattanooga, Hamilton County and the Southeast Tennessee
Development District. The project must be completed by June 30, 2013.

A petroleum related brownfield site is a property with the presence or potential presence of crude oil which complicated the expansion or redevelopment of the site.

Potential sites will be reviewed and selected by the Brownfield Advisory Committee, then approved by the Tennessee Department of Environment and Conservation and EPA based on but not limited to the following factors:

  • Property is located within the project area
     
  • Access to property
     
  • The property owner has a plan for near future redevelopment of the site and demonstrates his/her capability to redevelop or reuse the site.
     
  • The redevelopment / cleanup of the site will be beneficial to the community in terms of job
    creation, public health and safety, crime reduction, recreational value and/or aesthetics.
     
  • Site has no viable responsible party.
     
  • Site is not currently using LUST trust fund.
     
  • Site is not subject to the Oil Pollution Act (OPA).


According to EPA, the following sites are not qualified for the grant funding:

  • Sites on the National Priorities List
     
  • Sites that are subject to unilateral administrative orders, court orders, administrative orders on consent, or judicial consent decrees issued under CERCLA
     
  • Sites that are subject to the jurisdiction, custody, or control of the US government.
