TPO Economic Stimulus

American Recovery and Reinvestment Act of 2009 (ARRA)

President Obama has signed the American Recovery and Reinvestment Act of 2009 (ARRA) that provides significant new funding for transportation infrastructure.

As a large Metropolitan Planning Organization (MPO) or otherwise known as Traffic Management Area (TMA), the Chattanooga-Hamilton County/North Georgia Transportation Planning Organization (TPO) was apportioned $8,388,329 for the Tennessee portion and $2,244,285 for the Georgia portion of our metropolitan planning area from the Federal Highway Program and apportioned $4,700,148 from the Federal Transit Program specifically for public transit capital and fixed guideway projects. On January 16, 2009 the TPO issued a call for all jurisdictions and transportation agencies of the MPO to prepare and submit their prioritized project lists by February 1, 2009. It was requested that the projects be selected and prioritized by the jurisdiction/agency based on safety, the Functional Classification of Streets, multimodal considerations, roadway/pavement condition, and economic impact. Air quality committee reviews and public comment periods for the proposed projects were conducted between February and March. Seven jurisdictions finalized prioritized lists of projects which were ranked by the same selection/prioritization criteria and approved by the TPO Board on March 3, 2009. 05/07/09 Status Statement:  The TPO is collecting certification/commitment letters from all local agencies receiving ARRA funds through the MPO apportionment process. These letters are available for viewing in the link below.

MPO Apportioned Funds, TIP Amendments, and FHWA Approvals

04/24/09 Status Statement: The TPO will be requesting that each local government/agency certify their commitment of involvement with the American Recovery and Reinvestment Act of 2009 (ARRA) funding program.

04/03/09 Status Statement: The TPO is requesting all jurisdictions responsible for implementing ARRA project sign a letter of agreement acknowledging their responsibilities and commitments under ARRA. These commitment letters will be available in May.

04/02/09 Status Statement:  The TPO Board approved Transportation Improvement Program (TIP) amendments/adjustments for the Chattanooga-Hamilton County/North Georgia area needed for ARRA projects last month.  These amendments/adjustments are provided below in PDF file format for easy download.  Once FHWA/FTA approves these changes to the TIP document, the FHWA/FTA letter will posted.  Additional amendments will be posted as processed with a new Status Statement.

03/27/09 Status Statement: Less than 3% of all the apportioned funds ($15,332,762) of the metropolitan planning area have yet to be approved through the metropolitan planning process.

05/07/09 Status Statement:  The TPO submitted to TDOT and GDOT the second round of reporting with the new Transportation and Infrastructure Committee Reporting forms due May 15th.

03/27/09 Status Statement:  The TPO and Transit Agencies will submit to the TN and GA Departments of Transportation the required Highway Infrastructure Investment Program Transportation and Infrastructure Congressional Committee ARRA Reporting Form on or before April 1, 2009 (http://transportation.house.gov/singlepages/singlepages.aspx?NewsID=852).

MPO Approved Projects

1/1/10 Status Statement:  December 8, 2010 the TPO Board approved to shift returned ARRA funds to additional resurfacing projects in the Georgia Portion. The following PDF is the final Board Approved ARRA project list with these revisions.

05/07/09 Status Statement:  May 5, 2009 the TPO Board accepted prioritization recommendations from the Executive Staff for final allocations of the $8.3 Million apportioned in our TN area and $2.2 Million in our GA area.

04/03/09 Status Statement:  April 28, 2009 the TPO Executive Staff (technical representatives) will meet to discuss final priorities of the ARRA available funding and any necessary changes to the Transportation Improvement Program (TIP). 

03/27/09 Status Statement:  On March 3, 2009 the Chattanooga-Hamilton County/North Georgia Transportation Planning Organization finalized $14,899,865 of projects for the Tennessee and Georgia metropolitan planning area.  These projects are detailed and mapped in the PDFs below:

Other Transportation Funding Programs

03/27/09 Status Statement:  Aside from the apportionments by formula for the metropolitan planning area, there are two additional transportation specific discretionary funding programs outlined in the ARRA legislation (detailed below). 

1). Energy and Greenhouse Gas Reduction (TIGGER) – minimum application $2,000,000 applicant can be a transit agency, MPO, or other established regional entity, grant program now open as published in the Federal Register and proposals are due May 22, 2009. 

Who’s Applying? The Chattanooga Area Regional Transportation Authority (CARTA), a transit agency with the Chattanooga-Hamilton County/North Georgia TPO metropolitan planning area is currently preparing an application for these funds.

2). Discretionary Supplemental Grants for a National Transportation System Program (Multimodal) – minimum application $20,000,000 designated for national, statewide, or regional proposals including intercity and high-speed rail projects, but the program is not yet open.  Guidance will be provided by the U.S. DOT.
