TDOT 2016 Transportation Alternatives Program


The Transportation Alternatives Program (TAP) was authorized under Section 1122 of Moving Ahead for Progress in the 21st Century Act (MAP-21). The Tennessee Department of Transportation (TDOT) is accepting applications for FY2016 TAP funds. The TAP is a reimbursable program for competitively bid construction eligible related expenses and does not provide funding for preliminary engineering, design, or right-of-way acquisition. To be eligible for funding, projects must fall into one or more of the following categories and relate to surface transportation:


  1. Pedestrian and Bicycle Facilities
  2. Safe Routes for Non-Drivers
  3. Conversion of Abandoned Railway Corridors to Trails
  4. Scenic Turnouts and Overlooks
  5. Outdoor Advertising Management
  6. Historic Preservation & Rehab of Historic Transportation Facilities
  7. Vegetation Management
  8. Archaeological Activities


Applications must be submitted by local governments (cities or counties) or state natural resource or public land agencies. Prior to submitting an application, all applicants must hold a design public involvement meeting to notify the local community of the intended project scope.

Projects that are within the CHCNGA TPO area will require TPO endorsement before they can be implemented.  TPO endorsement is not necessary for application; however, correspondence must be sent to describing the proposed activity and inviting input regarding the project. Applicants may also request a letter of support from the TPO to include with the project application as part of the correspondence described above.
