CMAQ

Congestion Mitigation Air Quality Program

The Congestion Mitigation and Air Quality (CMAQ) program was established in 1991 by the Intermodal Surface Transportation Efficiency Act (ISTEA) and was reauthorized in the Transportation Equity Act for the 21st Century (TEA-21), and most recently in 2005 under the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). The CMAQ program was established to fund transportation projects and programs in non-attainment and maintenance areas that reduce transportation related congestion and emissions. Hamilton County, Tennessee and Walker and Catoosa Counties in Georgia are in non-attainment for PM2.5 and thus are eligible to receive an annual allocation of CMAQ funds to be distributed by the TPO.
